DESCRIPTION: The Project Manager is an advanced professional and administrative position with supervisory responsibilities in the management of public works projects for the city. Responsibilities include the overall design and project management of City projects, as well as planning, assigning, and reviewing the work of architectural and engineering consultants and contractors. Ensures projects adhere to scope, schedule, specifications, and budget. Analyzes special conditions/circumstances that may arise on projects and assists with solving difficult or unusual problems. Exercises independent judgment in the application of the principles and practices of planning, design, construction, and the administration of a variety of public works projects. Coordinates assigned activities with other City departments, and external agencies. The Project Manager reports to the Public Works CIP Program Manager.

  • Define and document project scope, objectives and desired outcome
  • Set and manage stakeholder expectations, both internally and externally
  • Prepare a budget based on project scope
  • Set and adhere to budgetary allocation
  • Engage team, internally or externally, and provide training and coaching, if needed
  • Estimate resource requirement, acquire it effectively and manage efficiently
  • Design a work plan for each team member depending upon project requirement and member expertise

  • Create and manage contracts with suppliers and vendors, ensuring timely deliveries

  • Track project performance periodically to ensure both short-term and long-term goals aremet
  • Create and maintain detailed project documentation
  • Undertake risk management to minimize potential risks
  • Use the right tools and techniques for easier project management
  • Ensure project delivery is on time, as per scope and within the allocated budget
  • Manage interdepartmental coordination to ensure smooth project execution
  • Performs other related job duties as assigned

MINIMUM QUALIFICATIONS:

Education and Experience:

  • A Bachelor’s degree in Architecture, Engineering, or Construction Management and considerable (4 – 5 years) experience in the design, construction, or project management of the design or construction of buildings or other vertical projects.
  • PMP certification desirable

Special Qualifications:

  • Possession of a valid, State of Florida driver’s license to operate a motor vehicle. Requirements exist at the time of hire and as a condition of continued employment.

PHYSICAL DEMANDS
The work is medium work. Must have the use of sensory skills to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like,using feet and legs and/or hands and arms. Body agility is emphasized.

WORK ENVIRONMENT
Work is performed primarily outdoors where exposure to dust, dirt, fumes, and noises are typically encountered during collection duties in all weather conditions.
